In a major policy shift, the Malaysian government has formally adopted Building Information Modeling (BIM) for all construction projects valued at RM 10 million and above, effective 1 July 2025.
This mandate requires BIM integration during design, construction and facility management — raising industry standards across both public and private sectors. The move is backed by statements from Deputy Works Minister Datuk Seri Ahmad Maslan and endorsed by Prime Minister Anwar Ibrahim as part of a national development strategy.
The Works Ministry (KKR) also plans to maximise BIM uptake alongside the Industrialised Building System (IBS) under the 12th Malaysia Plan, aiming to reduce reliance on low-skilled labor and improve construction quality.
As of January 2025, the government has set goals for BIM implementation in 50% of projects over RM10 million, rising annually, with strategic training under the JKR BIM Tour initiative.

Over the past 12 years, Chester has led Goldmine Properties to a 100% success rate across multiple developments. In the last 6 years, he has also negotiated bulk purchase deals worth over RM600 million.
DATO’ SRI LOW LONG YANG served as Managing Director of TF Value Mart from 1998 until February 2016, helping grow the company into a billion-ringgit business. He was also appointed Managing Director of Best Fresh Mart in October 2017.
With over 30 years of experience, Dato’ Sri Low has built extensive expertise in retail, distribution, property investment and development.
He is actively involved in various leadership roles, including serving as a member of the Executive Committee of The Federation of Chinese Association Malaysia (HUAZONG), Vice President of The Federation of Chinese Association Pahang and President of Bentong Chinese Town Hall and the West Pahang Chinese Physicians & Druggists Association. He is also the Chairman of the Malaysia Crime Prevention Foundation of Bentong.
DAVE HOONG LENG WAI was appointed Executive Director of Peridot Development Sdn. Bhd. in April 2021, focusing on property development. He also served as Director at Star Effort Sdn. Bhd., the developer behind Opus Residence in Kuala Lumpur, with a Gross Development Value of RM440 million.
Dave holds an honours degree in Computer Science from the University of Staffordshire, UK and brings over 20 years of experience in real estate marketing & sales.
Throughout his career, he has led successful sales teams and managed numerous high-value development projects. He specialises in advisory and strategic sales planning, ensuring the success of each project.
In addition, Dave is the Managing Director of Goldmine Properties, a real estate agency with a dedicated team of 45 sales agents who have consistently delivered successful results for developers in the Klang Valley.
Dato’ Indera Kong Yew Lian, fondly known as Reeno, joined KHK Land Sdn Bhd as Director in January 2022, overseeing business planning and development. He has also served as Executive Director of Nirvana Asia Group since 2011.
With over 15 years of experience in marketing, Dato began his career with NV Alliance Sdn Bhd, where he held various positions, including General Manager for Marketing and Business Development at Nirvana from 2009 to 2012. He started as a Marketing Executive in 2005, quickly rising through the ranks.
He holds a Bachelor’s degree in Business (Marketing) from Monash University, Melbourne. Under his leadership, Nirvana Asia Group grew rapidly, becoming a regional leader with 12 local and 5 international branches. Notably, the Group earned prestigious awards, including Asia’s Outstanding Brand in the Funeral Service Industry and Asia’s Outstanding Award in Multi-National Expansion in 2012.
In 2013, Nirvana further solidified its leadership by winning CSR and Marketing Strategy Awards at the Asian Funeral Exhibition. He was instrumental in these successes, including helping Nirvana achieve the Best Small-Cap Company in Hong Kong ranking in 2015 by Finance Asia.
Outside of his professional achievements, he is committed to philanthropy, having donated to numerous charities, Chinese associations, and educational causes. He also contributed over RM300k in medical supplies to hospitals and supported water supply projects for Orang Asli villages across Malaysia during the COVID-19 pandemic.
Dato Sam Low has over 20 years of experience in boutique residential developments in Melbourne, specialising in high-quality, small-scale projects funded through joint ventures with High-Net-Worth Individuals.
He holds a Bachelor of Business, an MBA and has previously held senior roles in financial institutions.
In Malaysia, the Low family’s core business interests include Mass Grocery Retail and Real Estate Holdings.
Dato Sam is a passive investor in Tegas Tulin Sdn Bhd and contributes to Thorpe Nahar’s strategic growth and development initiatives.
